Dr. Wayne Belcher is a hydrologist with federal government in Las Vegas, Nevada. He received his Ph.D at the Colorado School of Mines in Golden, CO. He is the author of numerous articles on the computer simulation of hydrogeologic systems.

Dr. Belcher's Ph.D dissertation applied geologic modeling and 3D geographic information system techniques to the Harappa site in Pakistan under the supervision of Dr. A. Keith Turner.
